After nearly two years leading IT at the Osceola Health Department, where he upgraded technology for off-site emergency locations and aligned standards with HIPAA, Persaud spent twelve years as Executive Director of Technology at Florida A&M College of Law. Five years as a senior field engineer and information systems security officer at L-3 Communications gave Lee Hutcheson his start in the DoD intelligence community. He moved to Solutionary in 2011, working through technical services management and security operations center roles before becoming Director of the SOC. A brief stint at Cabela’s as Senior Manager of IT Security followed, then four and a half years as CISO of Bass Pro Shops in Omaha. There his responsibilities included managing fraud prevention strategies for e-commerce and retail operations enterprise-wide, along with leading the company’s eDiscovery program. Hutcheson spent two and a half years as CISO of Camping World before joining Marriott Vacations Worldwide in December 2024. His regulatory experience spans DoD intelligence requirements, PCI, FFIEC, OCC, and HIPAA across retail, manufacturing, hospitality, IT, and transportation.
Roland Miller III – Interim Managing Director of Safety, Emergency Management and Technical Training & Director of Cybersecurity Risk and Governance, Orlando Utilities Commission
Roland Miller III began his career managing information systems for the University of Wyoming’s Department of Geology and Geophysics, handling security policy, intrusion detection, and forensics across more than $3 million in hardware and software. He joined NextEra Energy in 2003 and spent nearly 14 years there, rising to Director of Global Information Security and serving as designated cyber incident response leader for the Fortune 150 company across Florida Power & Light, NextEra Energy Resources, GEXA, and WindLogics. He created the company’s first cybersecurity operations and threat intelligence capabilities from scratch. Miller then spent six years at TECO Energy as CISO and Deputy CIO, running the cybersecurity program across Tampa Electric, Peoples Gas, and New Mexico Gas while carrying responsibility for a $60 million IT budget. A year as a Cybersecurity Ambassador for Cyber Florida followed, where he developed non-technical awareness workshops for critical infrastructure providers statewide and coordinated the working group establishing a cybersecurity maturity model for Florida. He joined Orlando Utilities Commission in May 2024 as Director of Cybersecurity Risk and Governance, accountable for NERC compliance across the utility’s operational technology assets. In January 2026 he added responsibility for the Commission’s safety program, emergency response, crisis management, and craft workforce training.
Deralyn O’Connell – CISO, Universal Parks & Resorts
Deralyn O’Connell spent seven years building IT support and infrastructure operations for a staffing organization before moving into project management at Allstate, where she also worked as a global strategic sourcing manager for technology. She counseled graduate applicants at DePaul University’s computing school during that period. Two and a half years at Kellogg Company followed, leading the IT project management office, then three years at United Airlines as Managing Director of Digital Technology covering customer service delivery and airport operations. O’Connell joined Universal Parks & Resorts in 2019 as Vice President of Parks Technology and became CISO in June 2022. Her background is unusually broad for the role, spanning global implementations, offshore team building, supplier governance, and contract negotiations alongside security.

The jobs here look nothing alike, and that is the point. Miller now owns cybersecurity, physical safety, emergency response, and workforce training at a utility, because a power provider cannot separate a cyber incident from an operational one. Persaud brought law and digital forensics degrees to a sheriff’s office where evidence handling and public safety technology intersect daily. O’Connell came to a theme park CISO role through airport operations and global sourcing rather than a security operations center.
